    Something that you might want to consider is a Freewheel Crankset for the stoker. They are primarily used on electric bikes with mid-drives so that the motor does not affect the riders cranks....

    Been meaning to mention... Freewheels are normally hardened steel so I don't know how successful you will be welding directly to one which I think I saw you mention recently.
