As I attempt to build my first bike, I have come across a supply of well used bikes and frames.
Several of them have lugged head tubes and bottom brackets.

Are these usable?
Do I just need to grind down all of the brazing?

Hi,
It is not quite that simple. You can getaway with using a bottom bracket (see my thread "Two Spirit Tandem") with extra work, but on a head tube you get heaps of problems--very messy.
Other parts of the bike are usable--Wheels, hubs, brakes sprockets , mudgaurds, tubing, bars goose necks, levers, shifters, etc.
A complete rear triangle may be useable, if you can clean up the top end . It is messy welding on top of a braze, and the fumes are not good for your health.
I would avoid lugged frames for anything except a bottom bracket, but accept them for the other bits you get .
